South Hook Noise Group Noise Ratings from recent Vessel visits

impactometer

A revised version of the South Hook Noise Group Noise rating system in which we rate noise emanating from vessels based on a collaborative assessment from locations suffering noise issues from locations within South Pembrokeshire. The new system rates both the distance in which residential properties are affected by noise emanating from the vessel at berth with a range-o-meter rating, and shows the impact of the noise with an impact-o-meter rating.

Assurances from Qatargas

Last updated 00:07 on 3rd July 2010

Pembrokeshire County Council Port Health Team, in a letter dated 6th April 2010 stated "we have over the last four weeks been concerned to learn that a number of vessels which are awaiting upgrading work, have returned to South Hook and have given rise to further  complaint.  Accordingly, an explanation has been sought from the ship's operating company, primarily to establish why it has been necessary to send these vessels that are awaiting upgrading to Pembrokeshire, instead of others that have been upgraded or that have not given rise to significant complaints. "

This is still the case - there is still a large percentage of vessels which requiring upgrading work return to South Hook - raising further complaints, while those which have been upgraded are not returning.

Q-Flex LNG Carriers

The Port Health Team has supplied a list of vessels which have been upgraded by having silencers fitted. Research shows that these are all ships of the smaller type, called Q-Flex vessels, all which are a part of the dedicated Qatargas II project fleet of ships used to transport LNG to South Hook LNG Terminal.

The statistics show that out of the 73 shipments of LNG to arrive at South Hook, in 29 different vessels, very few shipments have been on vessels which have the upgraded silencers.

Below is a table of the LNG carriers which have been extensively modified to reduce the noise coming from the generator silencers.

Q-Max LNG Carriers

Also in communication from Port Health, it was confirmed that 6 further ships, all built by Samsung Heavy Industries (SHI) have been identified to have noise problems and work has been agreed to fit additional silencers. These ships are of the larger type, called Q-Max Vessels, which visit the terminal much more frequently.

The dates upon which the vessels were agreed for upgrade and the dates upon which the works will be completed has not been made available to us.

Concern of local residents

The local community are disappointed by the small number of vessels that have returned to the port following the completion of upgrading works (five in total), compared to the number of visits from known problem vessels (twenty-two visits in total).

Qatargas, have advised that there may be occasions, due to commercial interests and vessel availability, where it will not always be possible to send only non-problematic vessels.

Correct as of 3rd July 2010.
